如何选择一个合适的医院信息管理系统(HIS)？

一家医院要换HIS(Hospital Information System)软件，原来使用HIS用VB开发，数据库为MS SQL SERVER 2000。结合我的经验，给出几点参考。

如何选择一个合适的信息管理系统软件？建议从下面几点考虑：

  数据库： 医院原HIS使用的是MS SQL SERVER数据库，使用新系统要考虑数据迁移， 跨数据库的迁移，实现起来难度大，容易出错。如果用到数据库的特性越多,迁移的成本就越大。在选择数据库需时要考虑
1.  现有的数据库软件能否满足以后发展, MS SQL SERVER 在多少数据量情况下会变慢? 做压力测试，对硬件和软件做评估。
2.  新数据库软件维护是否容易？习惯MS SQL SERVER数据库后转换到新数据库，医院系统管理员是否很快能适应？
3.  价格。更换数据库软件增加的费用，是否在医院预算范围内？
  业务需求：HIS的功能是否能满足现有需求？和医院现有的业务流程有没有冲突？系统上线后是提高效率还是降低效率？目前的HIS系统都是以病人为中心，在HIS的流程上也必须反映出来，所有操作尽量简单快速完成，和现有操作流程兼容，可以让操作人员对新系统的抵触降到最低。对于目前不是很紧迫的一些模块，可以等系统稳定后再上。
  技术：HIS系统一旦使用，不会在近期内更换，HIS软件采用的技术能否适应未来发展？
  定制开发和后期维护：因为HIS没有统一标准，各家医院在上HIS系统时都需要定制开发，如业务流程改变、医保接口变动、数据库调整、新的管理办法出台等。HIS公司如果在本土没有研发力量，在解决这些问题时必然反应速度慢，实施成本高。有些升级需要更改数据库，如果没有HIS公司现场支持，本院系统管理员能否独自完成？省外HIS公司研发人员基本都不在云南，不能现场了解需求，问题是否能完美解决？
